Syntelligent is seeking a Senior Telecommunications Analyst to work in Washington, D.C..  A strong work ethic and flexible attitude is critical for success in this role. The successful candidate will be responsible for the following:
o Analyze user’s requirements, concept of operations documents, and high level system architectures to develop system requirements specifications
o Analyze system requirements and leads design and development activities
o Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies
o Provide technical leadership for the integration of requirements, design, and technology
o Incorporate new plans, designs and systems into ongoing operations
o Develop system architecture and system design documentation
o Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
o Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts
o Responsible for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility
o Communicate with other program personnel, government overseers, and senior executives
Tasks will include:


Analyzes, administers, and maintains telecommunications systems.

1. Evaluates, analyzes, administers and maintains voice, data and wireless communications systems.

2. Reads and interprets circuit diagrams and electrical schematics.

3. Prepares detailed specifications and flowcharts for implementation of new internal systems or modifications to vendor systems.

4. Coordinates installation of equipment.

5. May Install, test, adjust and troubleshoot equipment as necessary.

⦁ Ability to terminate all forms of fiber by various methods

⦁ Familiarity with fiber connector types and manufacturers

⦁ Experience testing single-mode and multi-mode fiber installations

⦁ Experience with OTDR testing and fiber optic troubleshooting

⦁ Pulling cable, fire stopping, dressing cables and labeling to industry standards

⦁ Installing, terminating, and testing all forms of copper and fiber cabling

⦁ Installing closet hardware including backboards, connecting blocks, racks, patch panels and fiber enclosures

6. Monitors the operations of telecommunications systems and services of vendors.

7. Provides end-user training of telecommunications features and functionality.

8. Provides guidance and work leadership to less-experienced Analysts and Technicians, may run a team of 2-3 technicians

9. Maintains current knowledge of relevant technologies as assigned.

10. Participates in special projects as required.


Training and Certifications.
DoD 8570 compliance or information assurance certification commensurate with technical objectives and services required within the task order. Applicable software or hardware training and certifications commensurate with the technical objectives, services required, and IT environment specified within the task order.
Capabilities and additional Requirements. 
In addition to Standard Characteristics of Labor Category, plan, coordinate and manage engineering projects. Act as lead in defining and executing systems engineering activities within a project. Provide comprehensive definition of all aspects of system development from analysis of mission needs to verification of system performance. A senior system engineer could support operations as needed. Ensure efficient delivery of contract capabilities using industry standards and repeatable processes. Mitigate risks, controls costs and schedule variance, and effectively manages large scale, integrated projects. Review and/or approve system engineering documentation to ensure that processes and specifications meet system needs and are accurate, comprehensive, and complete. Establish and follow a formal procedure for coordinating system integration activities among multiple teams, ensuring complete coverage of all interfaces.  Capture all interface designs in a common interface control format, and store interface data in a commonly accessible repository. Establish a process to formally and proactively control and manage changes to requirements, consider impacts prior to commitment to change, gain stakeholder buy-in, eliminate ambiguity, ensure traceability to source requirements, and track and settle open actions.
Additional Qualifications:
⦁ Directly related experience (cabling, construction trades)
⦁ Proven experience as a fiber optic specialist
⦁ BICSI Installer/Technician certification highly desired
Ability to work extended hours (overtime) as needed
⦁ Reliable daily travel to work-sites
⦁ Must be able to work safely following company policy/procedures on safety
⦁ Ability to lift at least 50 pounds as necessary
⦁ Ability to climb ladders, and stand for extended periods.
Education and Experience Requirements:
  • HS/GED + 10 years 

  • Associates Degree + 8 years 

  • Bachelor’s Degree + 6 years

  • Master’s Degree + 4 years 

  • PhD + 2 years

Required Security Clearance:

  • Position requires active TS/SCI clearance with ability to obtain CI Poly
