    Syntelligent is seeking a Process Improvement Engineer/ Specialist for upcoming work in Springfield, VA
    Tasks will include:

    Duties shall include:

    • Conduct database design, development, maintenance, and continual improvement supporting the collection and analysis of future GEOINT needs and the development of study/modeling decks.
    • Construct data repository(ies) using established methodology and database solutions as required by the government to store, manage function and collection needs to support analysis and modeling and simulation tools as developed.
    • Analyze data sets and elements and array them in a method that allows their use in analysis using directed models and simulations.
    • Manage database configuration and support the identification and transfer of data to be released to the ASG/NSG as required. 
    • Develop and maintain processes and technical solutions by which data is made available at multiple security levels using a variety of media including on-line access.
    • Maintain to the extent required by formal ISP/ASP agreements, database(s), tools, and web services. 
    • Ensure database and web servers on TIDE, AWS, and ITC maintain Authority To Operate (ATO) per DCID 6/3 or when superseded, Intelligence Community Directive (ICD) 503 in addition to Information System Security related maintenance per formal ISP/ASP agreements, maintain and submit all required DCID/ICD 503 documentation.  
    • Coordinate with ITC, AWS, and TIDE technical staff to ensure database(s) availability during normal business hours.
    • Using the database(s), construct/maintain data structures for the storage of future GEOINT collection needs of the ASG/NSG and disseminate to users of the data when requested as required by the government lead.  
    • Plan/complete the update data/decks as needed with limited changes based on issues such as NIPF changes or inclusion of new/changes in data.
    • Provide technical expertise in helping define the requirements of study decks and identification of filters required to extract relevant data to supports studies and analysis or modeling and simulation activities. 
    • Create the production of study decks within three business days of request.
    • Maintain documentation on GF created study decks to allow replication if necessary. 
    • Exercise configuration management of the data in accordance with rules established by the government lead as necessary to support new analytical, subject matter, or modeling and simulation.   
    • Provide support to database Configuration Advisory Boards (CAB) as required by the government lead.
    • Ensure that the ability for database modification to include geospatial data sets and diverse sensor phenomenology as new capabilities develop. 
    • Perform quality control procedures as needed to insure the data contained in the database is correct and reflects the contributor’s requirements.
    • Conduct test activities to ensure quality assurance of data and the database structure.
    • Develop and maintain web-based/enterprise tools to allow users to identify and track data discrepancies and configuration change requests. 
    • Complete all change requests within 90 days of notification.
    • Develop web-based/enterprise tools as needed to improve/support scenario or study deck development.
    • Design enhancements to improve processes to collect, review, analyze and correct future GEOINT needs from ASG/NSG contributors.
    • Participate in meetings, conferences, and conduct outreach for familiarization with database user requirements and quality assurance of data and utility of the database.
    • Perform routine maintenance and upgrades as required to the database. 
    • Update existing code, scripts, and the data dictionary including, but not limited to database triggers, Oracle PL-SQL scripts, and Visual Basic as required. 
    • Maintain and update websites across various networks.  
    • Coordinate with content managers to ensure information currency. 
    • Develop/utilize graphically effective web pages that meet NSG guidelines.
    • Develop/utilize, and maintain effective web-applications that meet the needs of data users, GF, and NRO.


    Required Experience:

    Technical Requirements:  

    • Oracle Development experience:  PL-SQL (Oracle Programming Language).  Writing, running, and debugging scripts and triggers; designing, creating, and modifying database structures; creating and running complex Oracle SQL queries  
    • Using Power Designer or similar database design and configuration software  
    • Experience with Microsoft .NET Programming environment
    • Experience programming for both Windows and Linux environments
    • Experience with Microsoft SourceSafe or similar software configuration management software
    • Experience with Geospatial Information System (Mapping) software
    • Experience in developing data-driven web pages
    • Experience in Adobe ColdFusion 
    • Ability to create web pages that meet DoD security directives
    • Experience in data visualization (e.g. plotting data on maps) 
    • Ability to apply application software patches and maintain security documentation 
    • Experience with Oracle SQL Loader, Datadump, Enterprise Manager, PL/SQL, Microsoft Server T-SQL.
    • Experience with Oracle 10g, 11g, and SQL Server database structures such as triggers, views, materialized views, sequences, procedures, function, roles, profiles, and synonyms. 
    • Bachelor’s Degree or equivalent experience in related field. 
    • Knowledge of scripting language. 
    • TS/SCI and ability to obtain a CI Poly prior to start



    • Experience with Visual Basic for MS Access (VBA) and MS Office, particularly PowerPoint, Word, Excel, and Access.
    • Masters Degree or equivalent experience in related field. 
    • Web development experience.
