    Responsibilities

    Syntelligent is seeking a TSCM Practitoner with an active TS/SCI clearance for funded, newly awarded contract in Springfield, VA. 

     

    Overall Assignment Description: To ensure the TSCM team is compliant in the production of conducting or participating in, on average per year, 20 full and limited scope TSCM surveys, 30 TSCM support to Foreign Visit Program events, 35 Gift Inspection Program activities, 30 Digital Device counterexploitation activities, and 10 technical evaluations. The Team Chief will ensure all required reports are complete with minimal errors and that all processes, activities, and reports are conducted within established time frames. The Team Chief will ensure required Hazard reporting and annual training requirements are conducted and completed according to DoD policies and those of the TSCM Program Manager in addition to those duties assigned under the TSCM Lead.

     

    Duties may include: 

    • Maintain training to comply with DoD 8570.01-M Information Assurance Training (IAT) II requirements within one calendar year of assignment at the sole expense of the Contractor (reference the IASE Approved Baseline Certification chart found at https://iase.disa.mil/iawip/Pages/iabaseline.aspx).
    • Gain and maintain training to comply with DoD 8570 Information Assurance Training (IAT) II requirements within one calendar year of assignment.
    • Participate in one equipment specific training and one cyber security training each calendar year.
    • Be very familiar with current TSCM and CI policy.
    • Gain and maintain compliance with the Journeyman level TSCM Cyber specific training plan and the TSCM standard training requirements.
    • Provide recommendations and guidance for the government customer’s facilities under construction.
    • Analyze complex physical and technical security issues and provide cost-effective recommendations that meet policy requirements.
    • Ensure the government customer’s compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards for collateral areas.
    • Identify physical and acoustical security deficiencies and develop corrective actions to mitigate the identified deficiencies.
    • Coordinate the actions of teams, projects, and/or initiatives that cover the entire spectrum of mission of Technical Operations Branch (SIC) and the TSCM mission to ensure they meet, and are consistent with, the government customer’s mission, vision, goals, values, and operational structure, and the organization, mission and goals of the national and DoD CI communities. In the course of the above, analyze and evaluate proposed changes in mission, operating procedures and delegations of authority.
    • Coordinate TSCM operations, to include internal and external correspondence, resource allocation, personnel management, inventory control system, training program and policy development (requires extensive coordination and liaison not only within the government agency, but external to it as well with DoD, IC agencies, and the military services).
    • Provide input on financial budgeting criteria and Program Objective Memorandum (POM) submissions, including funding for projects necessary to further the research and development of technical requirements to ensure technological advantage is maintained.
    • Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and procedures.
    • Ensure all personnel assigned to the TSCM mission are trained in accordance with National standards for the conduct of TSCM operations.
    • Generate finished correspondence, documents, briefing materials, spread sheets and threat reports in accordance with the government customer’s guidelines, as required.
    • Prepare specialized technical risk assessment products, TSCM reports of inquiry, after action reports, tailored briefings, and other administrative communication necessary to support the CI mission.
    • Provide technical advice and assistance as it relates to CI and TSCM.
    • Assist Certified TEMPEST Technical Authority (CTTA) with technical security plans, policy and execution; assess electronic processing equipment for security vulnerabilities.
    • All external engagements to include, but not limited to, conferences, equipment demonstrations, external learning events, national and DoD level meetings, et cetera, require an after-action report, due within 72 hours of completion. An after-action report and briefing are required within five work days after completion of any national or DoD level exercise participation.

    Qualifications

    Skills and Experience:

     

    Required:

    • The Practitioners (Level III’s) must have a minimum of 7 years of CI experience, of which at least 3 of those years include TSCM experience
    • Shall have an Interagency Training Center (ITC) TSCM Certification and complete at least 40 hours of discipline-specific development or refresher training every fiscal year. The training delivery may include classroom, on-line, or commercially-available training, or exercise. The government customer will sponsor Government-offered, discipline-specific development or refresher training IAW National and DoD standards. However, the government customer will NOT sponsor TSCM Fundamentals certification as this is a requirement on day 1. The contractor will be responsible for funding associated with this certification and all commercial-offered training.
    • Shall possess TSCM Cyber certification (TSCM Fundamentals graduation will suffice, with an expectation for "TSCM for Information Systems" (ITC) or equivalent)
    • Shall possess Sec + Certification and possess or obtain A+ and Network + certifications within the first 12 months of being on contract at the expense of the Contractor, in accordance with DoD 8140 requirements for Information Assurance Training II.
    • Shall have telephone security experience (i.e. with Telephone Security Group (TSG) requirements).
    • Shall possess a Bachelor’s Degree.

    Desired:

    • Possess a Bachelor’s Degree in Computer Science, Engineering, or a related technical discipline,.
    • Possess post-graduate degree in Computer Science, Engineering, or a related technical discipline.  
    • Be a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.).

    REQUIRED Security Clearance: Active TS/SCI with the ability to obtain a CI Poly.
